The Best Facebook Ads Agencies, Compared Honestly
Search for a Facebook ads agency and the first organic result is Meta’s own Agency Success Center, which is not a directory at all — it has no search and no way to browse vetted agencies. The next real result is a roundup written by an agency that ranks itself first, with a $272 million revenue claim and a 10,002% case study number, neither sourced.
So here is the comparison I would want if I were the one hiring. It covers eight agencies, every fact attributed to Clutch rather than to the agencies’ own marketing, and it is organized around what actually differs between them. Nobody gets a score out of ten — a made-up scale on someone else’s business is exactly what makes the other lists feel rigged.
Disclosure: I run a competing business. That is exactly why I have kept myself out of the ranking below rather than quietly placing myself in it. Every agency here is assessed on published facts, and my own pitch is at the foot of the page where you can ignore it.

What actually decides whether a Facebook ads agency is right for you?
Star ratings tell you almost nothing here — seven of the eight agencies on this page sit at 4.8 or above on Clutch. What separates them is structural, and all of it is knowable before you book a call.
- Minimum spend or minimum project size. The single biggest filter. Hotspex Media will not take a project under $50,000, Brighter Click and Single Grain sit at $10,000, NinjaPromo at $5,000, and the rest publish a $1,000 floor that is closer to a formality than a real constraint.
- The hourly rate band. Elit-Web is $25 to $49 an hour, Hotspex Media and Brighter Click are $150 to $199, and Single Grain does not publish one at all. A wide rate band inside one category means the work itself is not standardized — ask what a typical month of hours looks like.
- How much of the agency is actually Facebook ads. Social Media 55 runs 70 percent social media marketing. Hotspex Media runs 50 percent media planning and buying, with social as a smaller line beside it. Both are legitimate businesses, but they are not the same purchase.
- Who actually runs the account. You meet a strategist in the pitch. Ask who logs in on a Tuesday, and how many other accounts that person has. More than one agency on this page carries a published Clutch theme about communication or reporting as the recurring criticism.
- Contract length. None of these agencies publish a term on Clutch, which makes it a question for the call rather than an assumption you bring into it.
Ask one question on every call: “What percentage of your business is Facebook and Instagram ads, and what is the rest?” An agency whose paid social line is a fraction of what it sells is a different purchase from one that is mostly paid social, even at the same star rating.
Which agency fits, at a glance?
Ratings, review counts, minimums, rates and team sizes all come from each agency’s Clutch profile, read on 14 October 2026. Where a figure is not published I have said so rather than guessing.
| Agency | Rating | Minimum | Team | Best for |
|---|---|---|---|---|
| Social Media 55 | 5.0 (80) | $1,000+ | 10-49 | Social-first, the deepest review history here |
| Elit-Web | 5.0 (88) | $1,000+ | 250-999 | Lowest rate here, SEO-led |
| Black Propeller | 4.8 (81) | $1,000+ | 50-249 | PPC-led, Facebook as the second channel |
| Inflow | 4.9 (12) | $1,000+ | 10-49 | Part of a broader ecommerce strategy, not standalone |
| NinjaPromo | 4.9 (97) | $5,000+ | 250-999 | Full-stack generalist, Facebook named specifically |
| Brighter Click | 4.9 (19) | $10,000+ | 10-49 | Shopify and BigCommerce brands |
| Single Grain | 4.8 (12) | $10,000+ | 10-49 | No published rate, PPC-led with a social reputation |
| Hotspex Media | 4.9 (16) | $50,000+ | 10-49 | Six-figure spend, media planning as a discipline |

What clients praise
“Their communication is constant and timely with great care put into the project.”
The criticism
Areas for Improvement. While reviews are generally positive, some suggest expanding service offerings or refining certain strategies, though clients remain satisfied overall.
Right for Brands who want social media as the clear majority of the spend, not a line item inside a bigger retainer.
Wrong for A brand that also wants its SEO or PPC run by the same team at real depth — those sit at 10% each here.
Elit-Web

What clients praise
“The entire team’s high level of engagement and results-oriented approach stand out.”
The criticism
Opportunities for Improvement in Reporting. Enhancing the visualization of report data could further improve stakeholder understanding and engagement.
Right for Budget-conscious brands who want SEO and paid search handled by the same large team, with social folded in.
Wrong for A brand whose whole problem is Facebook ads specifically — it is roughly a tenth of what this agency sells.
Black Propeller

PPC-led — half the business by Clutch’s own breakdown — with social media as the second line, at a bigger team size than most of this page.

What clients praise
“Black Propeller’s biggest strength is their ability to understand our needs and strategize to achieve them.”
The criticism
Limited Transparency Issues. Some clients expressed concerns about transparency and communication, particularly around project timelines and deliverables. The page describes these as isolated cases.
Right for Brands who want Google and Facebook ads run by the same team, with paid search as the senior discipline.
Wrong for Anyone who wants social to be the lead channel rather than a complement to paid search.
Inflow
★ 4.9 / 5
12 reviews on Clutch

What clients praise
“I’m impressed with their combination of deep expertise and the ability to deliver consistently.”
The criticism
Mixed Reviews on Cost Justification. Though SEO services are effective, some clients find them hard to justify on cost, especially small businesses with limited budgets.
Right for Brands that want Facebook ads managed inside a broader ecommerce strategy rather than as a standalone channel.
Wrong for A brand whose budget only stretches to one channel — Clutch’s own critical theme here is cost justification for smaller budgets.
NinjaPromo

What clients praise
“They think and act like part of our product and revenue team.”
The criticism
Areas for Improvement in Communication. While communication is generally praised, some clients wanted more proactive updates and more detailed reports.
Right for Brands who want one agency across paid social, SEO, email and more rather than a specialist.
Wrong for Anyone who wants a Facebook-ads specialist rather than a generalist running ten service lines at once.
Brighter Click

What clients praise
“The entire team is always on top of my account and looking for creative ways to keep pushing our goals farther ahead!”
The criticism
Limited Internal Resources for Custom Solutions. One client reported the agency lacked the internal resources to set up custom API tracking on a fully custom-built website, noting it mainly supports platforms like Shopify and BigCommerce.
Right for Shopify or BigCommerce brands who want paid social run inside a broader ecommerce marketing team.
Wrong for A custom-built storefront needing custom API tracking — Clutch’s own review flags this as a gap.
Single Grain

The criticism
Potential for Enhanced Planning Stage. One client felt more time in the planning stage could improve project execution.

Wrong for Anyone who wants to know the hourly rate before the call — it isn’t published.
Hotspex Media
★ 4.9 / 5
16 reviews on Clutch
Media planning and buying is literally half the business by Clutch’s own breakdown — and the minimum here is the highest on this page by a wide margin.

Services: Media Planning & Buying · Pay Per Click · Social Media Marketing · Advertising
Quality 4.9 · Schedule 4.8 · Cost 4.6 · Willing to refer 4.9
What clients praise
“They don’t just provide data; they provide clear recommendations, thoughtful rationale, and continuous optimization.”
The criticism
Challenges with Growing Pains. As the firm has grown, some clients experienced slower response times and needed time to adjust to new team members.
Right for Brands already spending enough that $50,000 a month is a floor, not a stretch, who want media planning treated as its own discipline.
Wrong for Anyone below six figures in ad spend — the minimum alone rules this out.
What should you ask on every call?
Every agency on this page will sound competent on a call, because selling is a separate skill from running Facebook ads and the person you meet first is good at the first one. These questions are where the answers actually differ.
- What percentage of your business is Facebook and Instagram ads, versus everything else you sell? Social Media 55 will say most of it. Hotspex Media will say half, with the rest in media planning more broadly. Neither answer is wrong, but they are different purchases at the same star rating.
- Who logs into my ad account, and how many other accounts do they have? A senior strategist on six accounts and a junior on twenty are different products at the same retainer. Hesitation here is informative.
- Is the hourly rate the real cost, or is there a retainer on top? A $50 rate and a 200-hour month cost more than a $150 rate and a 40-hour month. Ask for the expected monthly hours, not just the band.
- What is your Clutch review highlight, and what are you doing about it? Every agency on this page has one published. An agency that has not read its own aggregated feedback has not been paying attention to the thing you are about to pay it for.
- What would you refuse to do on my account? An agency with no answer either has no opinions or will not share them. Both are expensive over a year.
- Show me an account you took over that you could not fix. Nobody wins every account. The ones worth hiring can tell you about a loss and what they learned from it.
Ask for the name of the person who will actually be inside Ads Manager, then look them up before you sign. If the strategist on the pitch is not the person doing the work, you want to know that while you still have leverage.
Is it worth hiring a Facebook ads agency under $5,000 a month in spend?
This is the part the other lists leave out. If your store is spending under roughly $5,000 a month on Facebook and Instagram ads, a management fee of even $1,000 a month is a real share of what the account can afford, and the agencies here with meaningful minimums — Hotspex Media at $50,000, Brighter Click and Single Grain at $10,000, NinjaPromo at $5,000 — are simply not built for that stage yet.
Below that level you are usually better off running the account yourself for a while and buying a few hours to fix what is broken. What Facebook ads actually cost at different spend levels is a reasonable starting point, and how to structure the account itself covers most of what a first month of agency management would have found.
A $1,000-a-month management fee on an account spending $4,000 a month is a quarter of the budget going to management rather than to media. A good agency telling you to wait is useful information, not a rejection.
